The U.S. Food and Drug Administration has considered propylene glycol safe for ingestion and for topical application, and recognized it as “safe” when used as a food additive. This is determined and classified as “safe” based on the low oral toxicity, but never based on heating and inhaling propylene glycol into the lungs.
